Houston is one of the most tightly zoned cities in America. The difference is that zoning is enforced via restrictive land covenants, not city rules.
Yea, I see where you’re going, but I have to disagree. The “zoning” you’re talking about is specific to individual subdivisions. What we call “Memorial” is encompassed almost entirely by one of the small encapsulated cities (Hunters Creek, Bunker Hill), which DO have zoning, or subdivisions, like Nottingham Forest.
So, you may argue that this is a distinction without a difference if you wish, but when you consider that “zoning” is defined as a municipality stating that “this area is for this and this area is for that”……well, the City of Houston doesn’t do that.
