There is an underlying belief here that if you want to be safe from the coronavirus, you must protect those near you too. How can you be safe if your neighbors get infected?

I suspect if a group of Islamic scholars were to discuss the concepts of charity vs hoarding during a period of crisis, almost all would express the view that a hoarder who does not concern him/herself with the well-being of their neighbors at such times, sharing what they are able to share, will eventually have to answer to Allah for this sin.
So, yes, this level of charity does not surprise me.
