Environmentally, the population density and growth of the Bay Area have taken one of America’s most lovely piece of real estate and turned it into a solid block of ugly concrete, to a large extent.
Maybe a better solution would be to let the area continue to choke out the service people it needs to survive, thus incenting it’s employers to move to other places where life has better quality.
I used to live out there, back in the late 80’s and early 90’s. It was congested then but still livable. Now, it’s pretty much in the “nice place to visit, but……” category. The population has long since exceeded the carrying capacity of the land mass, and the results are not pretty.
So, it appears that the proposed solution is to run a train to effing GILROY, and “allow” workers not blessed with a high paying STEM job to sit on a train for half their lives just to enter the Sanctum Sanctorum of Silicon Valley.
Hell, let’s run it out to Fresno while we’re at it. :-)
