While change is possible through mass movements and collectives comprised of individuals, individuals acting on their own cannot drive anything. We must get to the root of the problem.
Well, it appears from your perspective, the root of the problem is individual liberty. Any attempt to limit that is a nonstarter.

Because history shows that the alternative is tyranny.
Individual producers see themselves solely as individuals, and seek to pollute and emit so far as it earns them profit. The costs are then rightly socialized, yet the profits are, again, privatized. This system once more obscures the social relation between producers and contributes to the shortsightedness of the pursuit of profit in the face of extinction. How does the ideology and mode of production that causes this problem seek to rectify it?

Socialism as an economic system, and an ideology guiding said system, provides the tools to solve climate change, unlike it’s predecessor.
