While change is possible through mass movements and collectives comprised of individuals, individuals acting on their own cannot drive anything. We must get to the root of the problem.
Well, it appears from your perspective, the root of the problem is individual liberty. Any attempt to limit that is a nonstarter.
So why are we so obsessed with individualism and individual actions?
Because history shows that the alternative is tyranny.
Individual producers see themselves solely as individuals, and seek to pollute and emit so far as it earns them profit. The costs are then rightly socialized, yet the profits are, again, privatized. This system once more obscures the social relation between producers and contributes to the shortsightedness of the pursuit of profit in the face of extinction. How does the ideology and mode of production that causes this problem seek to rectify it?

Capitalism can offer no solution

Socialism as an economic system, and an ideology guiding said system, provides the tools to solve climate change, unlike it’s predecessor.
Sure. It sets a standard, and puts a gun to the head of anyone who disagrees. It does this because it places the collective good above that of the individual.

With profit incentive gone
Everyone does this:
a worker’s state will undoubtedly choose to operate by ecological principles.
The workers will be drinking. How the State operates is determined by its Politburo.
This ensures that everyone is taken care of and looked after.
Climate refugees will soon flock to places like the USA in record numbers
Well, good. The productive in this country will have someplace to go and be productive. :-)

Yep. It’s not the final product of the evolution of man — — there will always be authoritarians like yourself trying to turn back the clock — but we’re getting there.
Only when the collective of workers control their means of production, and by extension their state, can climate change be abated.
Well, we’re doomed then, because socialism can’t happen here without armed revolution by the people who don’t have any guns. :-)
This problem requires immediate mass action.
Entire solar panel fields and wind farms must be erected overnight.
Coal miners must be retrained and given jobs that endanger not themselves and their fellow community members.
