Very true. But in some ways it is; lots of state nomination laws exist that bias the system towards the two existing parties.

At the very least, it should be easier to get on the ballot on local elections. A number of signatures that are easy for an established candidate to get are often prohibitive for a third party candidate.

You grow parties from the bottom up, not the top down, after all.
