One could make the case, perhaps, that if (and this is a BIG ‘if’) the campaign was told explicitly by the Russians that they were hacking the DNC, and did not report it, they then become legally culpable. Maybe. But if all the Russians said was “we have it, don’t ask how” then everyone’s off the hook, because the “how” could have been entirely legal.
