Point here is simple. A public institution cannot discriminate. If they recognize two student organizations (which they all do) and publish a set of guidelines (which they all do) by which speakers can be invited, they cannot treat the two organizations differently.

If you want clarification on that, I suggest you contact the VP of Student Affairs at one of the UC system universities or colleges and have them go over it with you.
