So are you suggesting that gerrymandering effecting individuals and communities on a racial level in many states (NC in particular here) happens by accident/coincidence and not intention.

No. The point is that since almost all black voters vote Democrat, it’s impossible to tell, just from looking at a map, whether or not the intent was to disenfranchise Democrats by gerrymandering or disenfranchise black voters by gerrymandering. Regardless of which intent you have, you’d draw the map the same way.
