Kyle, you’re precisely correct. In my longer response to Paul, I mentioned how businesses always recoup the cost of regulation from their customers, one way or another; they will never lower their profits in response.

But, the customer is a rational economic actor as well. If faced with a surcharge like that, my immediate response would be look at the total of the check, slide the decimal, and leave 10%.
