Iran shot at them first. So they can still make the case that they’re acting in self-defense. (It was an extremely offensive defensive response, I’ll grant you, but they can make the claim that they were responding, not attacking.)
The problem in the ME is not the leadership. Nobody in leadership in the Middle East wants to go to war with Israel. What keeps the leaders up at night are their backwoods preachers who can get the unwashed masses all riled up on Friday afternoons. They would prefer that those people go home after prayer for a nice lunch with their families, rather than going out into the streets and screaming for their government to “do something” about the unjust Israelis.
