But she can’t have it both ways. Saying that teachers are doing great work but that the entire system still needs to change implies that the system isn’t actually working at all — which of course implies that the teachers aren’t doing such great work.

That’s….fallacious reasoning. What’s meant here is that the teachers are doing great work despite a system that prevents them from doing even better work, in that the current state of our public education basically turns teachers into deliverers of canned lessons which must rigidly adhere to curricula because of high-stakes testing (teaching to the test) and thus deskills the teachers from innovating in their own classrooms to meet the learning levels and styles of their students.
