At this stage, in the USA it is just lobbyists trying to preserve the viability of their existing investments as long as possible.

And you can hardly blame them. Quietly, Exxon has become the world’s technology leader in algae-based biodiesel. If the switchover from fossil to bio had been forced overnight by regulation, they would have been caught with billions of dollars of useless assets overnight. A more organic switch driven by market forces allows them to retool their operations for the coming reality.

Unless Trump actively starts subsidising coal, the US will continue to cut emissions either way. Hence the true outrage stems from the loss of money (as it mostly does).
